Elections and finger pointing

Sacky Shanghala, is the most popular man in Namibia right now. No, he didn't steal any money or get expelled from a political party. He is the chairperson of the Law Reform and development commission of Namibia (LRDC). He's the man tasked with drafting and reworking legislation. He's been in hot water for the new electoral bill, which has yet to be finalized, in an election year. Yep, he's not doing himself any favours: you do not want to put a foot wrong during an election year. The comrades will be throw you under the bus faster than a crooked politician accepts a bribe. So what got him in hot water? Well the electoral act has a stipulation that demands that a person must provide a municipal bill as proof of residence for 12 months in a local authority area in order for them to be allowed to vote in local authority elections.
